The lever is the break-away actuator and should be in the full rearward position. It is intended to be yanked forward and lock there, applying the brakes while your tow vehicle continues on down the road. They move hard and typically need a helper bar during a test but otherwise it should remain nested in the un-locked, full back position. Yours for some reason looks like it's a bit forward, and that may explain why your reverse lock out pin did not seem to hold the brakes off.  W
