Gas gauge stuck

Yes exactly. But I even held the float to the top as I submerged it into the full tank and gauge immediately went back to 1/3 full. Im puzzled.

Is the tank full now?  If so, it sounds like the float may no longer float.  Stick the sending unit in a jar of gasoline, and see if it floats.

Looks like the gauge is working and the sender is flaky. Do the jar test to confirm.

If the float is bad do I still need to buy the entire sending rod unit?
