My speedometer does register. Someone mentioned the it could be a plugged tube and to clean the end out as it could be plugged with sand,ect. There is a black tube that run down to a white plastic finger that is on a pivot (very small amount of pivot) at the back of the boat and the end of it is sealed with something. The end of this white finger looks to me to be manufactured this way. Could this white pivoting finger be the depth detector, which by the way does not read true,(another issue I need help with. When in 3 feet on water it will read 0 feet. Can the depth finder be calibrated somehow?
The engine type is 4.3L MPI Volvo. Any advise would be more than welcomed. Thank you.

Here is a picture of what the speedometer pick up looks like... The picture is from a Alpha 1 Outdrive.... It could be close to the same place on your Volvo...

I believe Volvo/Penta uses an external pitot tube mounted at the base of the transom for the speedo, which sounds like the piece you're describing. Make sure it's clean, free moving and not missing a piece or broken.
The depth finder is most likely using an ultrasonic transducer. If it's thru-hull, you should see what looks like a 2" dia flat plug through the bottom hull slightly off-center and back towards the transom. If an inside-the-hull tranducer, it would be glued to the inside of the hull in the bilge area.

Same issue here but on Merc 350. In shallow area on lake in sand/mud.
